Assuming you have removed the AC condenser there is not much of a difference.
On a small scale, A puller is better because the *intake* side will have more surface area to transfer heat. (Low velocity air will more easily change direction. Newton's 1st law of motion)

Try to get the fan as close to the radiator fins as you can. Or have a stock like shroud that's as close to the fins as is possible. The bigger the gap between the two and the less efficent your fan will be. A gap is effectively a "bleed" as its easier to push / pull air from the gap than through the radiator fins.
